Zimbabwe has taken a bold step towards addressing its land reform legacy by compensating 85 European farmers who lost their land and investments. This move, while controversial, is a significant development in the country's efforts to right historical wrongs and improve its international standing.
The compensation process is a complex one, with various agreements and protections in place. A document obtained by Farmer's Weekly sheds light on this intricate process. It reveals that 40 Dutch, 27 Swiss, 11 German, 6 Danish, and 1 Yugoslavian farmer have received compensation for their losses, with a total of 94 claims approved so far.
But here's where it gets interesting... Zimbabwe's Bilateral Investment Protection and Promotion Agreements (BIPPAs) with European nations play a crucial role. Farmers whose countries signed BIPPAs before 2000 are compensated for both land and improvements, while those who signed after are only eligible for improvements. This distinction has led to varying outcomes for different farmers.
The Ministry of Finance, Economic Development, and Investment Promotion has allocated funds for these payments, with a total of US$145.9 million approved for compensation. However, the amounts paid to individual farmers remain undisclosed.
And this is the part most people miss... Zimbabwe has also begun compensating former farm owners not covered by BIPPAs, but with a different approach. These farmers receive only 1% of their claim in cash, with the rest paid via Treasury bonds over a decade. This method has seen 740 applications approved, totaling US$587.4 million in claims.
Economist Shingirirai Mashura believes that compensating dispossessed farmers is a sensible move, potentially boosting Zimbabwe's economy and international relations.
